Why are there price discrepancies for rentals via Prime? Amazon

Like this, renting this (movie in UHD) costs ¥400 (~$2.40) in Japan but the same movie is $24.99 in the USA for some reason, why a 90% price difference? The subscriptions too are priced differently: ¥5900 (~$36.05) vs $139 per annum or ¥600 (~$3.70) vs $14.99 per month when talking about Prime Video. I don’t get it: why are Americans paying MORE for the same services?
