Absolutely this. I only came here to say this very thing; just, not as well.
Datacenters using water for cooling are a bit of a rarity outside the dotcoms, I think.
What do you mean outside the dotcoms?
Some companies pay for closed loop and not evaporation because they’re not cartoonishly evil.
Some companies call themselves closed loop and dump the water after use and refill the loop

Maybe require them to build 2x the required desalination plants and give that extra to the public for free?
