I get that on some level scam has to be intentional, but negligent to this degree, promising something clearly impossible, is a scam too.

Thats of course assuming I believe the creators didnt go out to scam people which Im not even sure I do in this case.

I am surprised Dreamworld even launched. I knew about it since about five years ago. Usually people like that just take the money and make a run for it.
