Of course he’s exasperated - he has dementia. He lacks the cognition to be anything but exasperated. No way he has the capacity to understand the situation.

He fucked up so badly that there are no good options left. The least bad is to surrender, even if it means paying compensation, and to get the fuck away from Hormuz and Iran.
