Is it bad that I kinda like it?

The controls were actually not as basic as you would think. Web controls still miss many features these had by default, such as Alt-underlined focus keys, searching through lists and dropdowns by typing the first letters, arrow key navigation in menu controls and treeviews, predictable behavior of Esc, tooltips, context sensitive help, consistent tab focus order and so on.
Their appearance is simple because of the graphical limitations of the time, but then again many modern UI frameworks are very much simplified too (they just use white instead of gray).
The Windows 95 up to XP shells had unparalleled keyboard navigation and customisation built in.
I wonder if someone will use this to recreate the Limewire UI
that would be amazing
Especially if it were used as a local frontend to Transmission or qBittorrent.
I wish I had more time, I’d do it myself.

A lot of cool stuff is also kinda funny. I think this qualifies.
Windows 98 doesn’t look GOOD to me, but it does look kinda comfortable and nostalgic. I can totally see why someone would legitimately want this, but I also could see some people viewing it an elaborate joke. Both are kinda right here.

TreeView is designed as an afterthought. Some manager at MICROS~1 was like ‘ah yes we need an expanding nested list widget by tomorrow’ and they mutilated text edit box to draw text lines that expand when you click them. It does not have keyboad focus. It can only be operated with a mouse. It does not have shadow or raised widget borders. It has black text on white background, while every other widget has Windows Gray background.
The proper UI would be a separate button for each label, like multiple hierarchical combo boxes.
Windows tree views do have keyboard controls, although they’re weird and opaque and I didn’t know what all of them were, either.
