Kinda appears he sprayed into the air intake? In which case, he’s trying to get them to drive, drawing pepperspray into the cabin and likely causing a crash.

Looks like road rage & attempted assault, license suspension at a minimum. Should be license revocation, considering he’s an in uniformed federal officer.
