tl;dr: All three Penske cars were determined to have bypassed restrictions on Push to Pass on starts and restarts. Newgarden and McLaughlin were determined to have gained an advantage due to this; Power was not. All three cars fined and issued a points penalty. O’ward is promoted to 1st in the race.
