The state is giving additional money to the city for education, so the city can spend its own money on other pressing issues without reducing the amount of money allocated to education.
Maybe I’m reading that wrong but it sounds like he is expanding those programs slower than earlier said, so not cutting anything but rather not putting in as much new money as was earlier promised?

The money for the education budget is coming from the state’s aid package, so the city itself doesn’t have to pay.
Read the sentences surrounding the quote and it should be more clear.
