Hungary Planned to Accuse Ukrainian Cash-in-Transit Personnel of Terrorism

I don’t see how this makes any sense for Hungary, it’s a bank transfer. Doesn’t the EU have rules about this? Seems like Hungary should be violating the Union rules here, highway robbery and all. There should be a eu court that can free the money no?
